Dallas B. Shaffer is a founder of the West Virginia Humanities Council. He earned a B.A. from the University of Richmond and M.A. and Ph.D. from WVU. He is a retired professor of political science at Potomac State College and an ordained Episcopal minister. He is a member of the Commission to Eliminate Racism.
