Billy Jack Gregg, a lawyer and native Texan, was director of the Consumer Advocate Division at the state Public Service Commission for 26 years. Since his retirement from state government in 2007, he has operated Billy Jack Gregg Universal Consulting. He studied at the University of Glasgow, Scotland, Austin College in Texas, and the University of Texas.
